Selangor’s NINE Super App Rolls E-Wallet, Parking and Transport Subsidy Into One
Selangor has officially launched NINE, a state-backed super app that puts an e-wallet, parking payments, bill payments and public transport subsidies into a single app. Unveiled on 15 October at the Selangor International Business Summit 2026 in Kuala Lumpur, NINE is now the state’s only official super app. Residents who used older state apps are being moved onto it.
Key facts
- Menteri Besar Amirudin Shari launched NINE on 15 October 2026 at the Selangor International Business Summit (SIBS) 2026.
- The app was developed by Menteri Besar Incorporated (MBI) Selangor through its subsidiary, Selangor E-Wallet Sdn Bhd.
- NINE has been Selangor’s sole official super app since 1 September 2026.
- It is the official channel for the state’s RM30-a-month public transport subsidy, which was extended to KTM Komuter services on 1 October.
- Users of the older CEPat app have been migrated to NINE in stages since 15 September, and CEPat will shut down on 31 December 2026.
What NINE does
NINE is built around its own e-wallet, a stored-value account inside the app that is used to pay and transfer money. On top of the wallet, the app handles parking and parking-summons (compound) payments for selected local councils, known in Malaysia as pihak berkuasa tempatan (PBT), along with utility and other bill payments and transport-related transactions.
The state describes NINE as one digital front door for state and local authority services, welfare assistance, digital payments, mobility services and commercial offers. In plain terms, Selangor wants residents to deal with the state through one app instead of several. More government services are due to be added as the platform grows.
Parking is where most people will notice the change. NINE’s parking feature, Selangor Intelligent Parking (SIP), lets one account pay for several vehicles. Not every council is supported for compound payments yet, so users should check the list in the app before deleting an older parking app.
What it means for Malaysians
For Selangor residents: the RM30 monthly transport subsidy is paid into the NINE e-wallet, so anyone who wants it needs an activated wallet. Eligibility is linked to being a registered Selangor voter rather than to a home or work address, and KTM Komuter users also need an account on KTM’s own ticketing app. The subsidy runs until December 2026. Most of NINE’s main features cannot be used until the e-wallet is activated with personal details and a one-time password.
For everyday payments: NINE does not replace commercial e-wallets such as Touch ‘n Go eWallet, GrabPay or Boost. Most people will keep their usual wallet for shopping and use NINE for state-linked payments and benefits. The bigger shift is that a state government is now running its own wallet as the main pipe for paying out subsidies.
For councils and merchants: putting parking and compound payments into one state app should give local authorities a single collection channel and cleaner data. Payment providers and app makers that serve Selangor councils will want to watch how quickly the remaining apps, including Smart Selangor Parking and SELangkah, are folded in. No date has been set for those two.
For the wider market: Selangor is Malaysia’s richest and most populous state, so its choice to run a government super app with its own wallet is a model other states may study. It also adds a new public-sector player to an e-wallet market that is already crowded.
What to watch
- Which other Selangor services, and which other councils, move into NINE before CEPat closes on 31 December 2026.
- Whether the RM30 transport subsidy is renewed after December 2026, since it is the main reason for many residents to sign up.
- Whether NINE adds links to the national DuitNow network or to other e-wallets, which would make topping up and spending easier.
